Full Rewire vs Consumer Unit Upgrade — Which Do You Need?

Not sure whether your home needs a full rewire or just a consumer unit upgrade? Here's how to tell the difference and what to expect.

Homeowners with older electrical installations often wonder whether they need a full house rewire or whether upgrading the consumer unit is sufficient. The answer depends on the condition of the wiring — which only an inspection can properly determine.


Consumer Unit Upgrade — When Is It Enough?


A consumer unit upgrade alone is appropriate when:


  • The existing wiring throughout the property is in good condition
  • An EICR confirms the wiring meets an acceptable standard
  • The main issue is an outdated, unsafe consumer unit (no RCD protection, combustible plastic enclosure, rewirable fuses)
  • There are isolated wiring defects that can be addressed without a full rewire

A modern consumer unit with RCBO protection significantly improves safety even when the existing wiring is retained. This is often the right approach for properties from the 1990s or later that have never had a board upgrade.


Full Rewire — When Is It Necessary?


A full rewire is typically required when:


  • The property has rubber or fabric-insulated wiring (pre-1960s)
  • An EICR identifies widespread C1 or C2 defects throughout the installation
  • The property has no earth wiring (two-wire system)
  • Multiple circuits have deteriorated insulation identified by testing
  • The property is undergoing major renovation

Replacing only the consumer unit when the wiring is unsafe provides false reassurance — the consumer unit protects against overloads and some fault conditions, but cannot compensate for deteriorated cable insulation.


The EICR as a Decision Tool


An EICR is the definitive way to determine which is appropriate. The report will:


  • Assess the condition of the wiring in accessible locations
  • Test insulation resistance and earth fault loop impedance on every circuit
  • Identify any circuits where wiring has deteriorated
  • Recommend the appropriate course of action

Do not assume a consumer unit upgrade is sufficient without an inspection. Equally, do not assume a full rewire is needed without professional assessment — many properties from the 1980s and 1990s have perfectly serviceable wiring that simply needs a modern board.
